Property taxes are ad valorem taxes, meaning they are based on the value of property. They are levied by local taxing entities and are governed by State Property Tax Laws. Property taxes pay for public schools, city streets, police and fire protection, parks and many other services. WHAT PROPERTY IS TAXABLE? All real estate, mobile homes and business personal property you owned on January 1 are taxable. Examples of business personal property include equipment, furniture, fixtures and inventory. DO I STILL OWE TAXES IF I SOLD THE TAXABLE PROPERTY DURING THE YEAR? Yes. A tax lien attaches to the property on January 1. Tax assessment is based on the owner of the property as of January 1. If an owner sells or moves on January 2, they would still be responsible for property taxes on the property for the tax year beginning January 1. WHO DETERMINES THE VALUE OF MY PROPERTY? To access their web site " click here ". WHAT IS THE DEADLINE FOR PAYING MY TAXES? Taxes are due upon receipt of the bill. The deadline for paying taxes without penalty and interest is January 31. A payment that is mailed is considered received on the postmark date. No other date, including the date of the postage meter mark, is considered. DO I HAVE TO PAY TAXES ON MY BUSINESS PERSONAL PROPERTY? Yes. Equipment, furniture, fixtures and inventory are among the business personal property that is taxable. If an owner sells or moves the business on January 2, they would still be responsible for taxes on the business during the tax year beginning January 1. If an owner moved the business on January 2, s/he would only receive one tax bill based on the location on January 1. A rendition form must be filed prior to April 30, to render business personal property for assessment purposes. Rendering means reporting taxable property you own on January 1, to the appraisal district. WHAT EXEMPTIONS ARE ALLOWED? The City of Plano has the following exemptions: | General Homestead | 20% | | *Over 65 Homestead | $40,000 | | *Disabled Person Homestead | $40,000 | * Property Tax Freeze : Effective with the 2004 tax year, taxes are frozen for taxpayers qualifying for the Over 65 Homestead or the Disabled Person Homestead. There are only two conditions that can increase the amount of the freeze: (1) if there are improvements on the property beyond the normal maintenance and upkeep; and (2) if the property erroneously received an exemption to which it was not entitled in a prior year. Appraised values for purposes of taxation are determined as of January 1, each year. Appraisal notices are mailed by CAD on approximately May 15, at which time you can protest your values. If a taxpayer believes an error has been made, he can protest to appraisal review board prior to June 30. If a taxpayer failed to file a protest prior to certification of the tax roll (July 25), there is limited recourse for the taxpayer this year. The taxpayer should contact the appraisal district.
