One of the major functions of the City of Plano Department of Emergency Management is emergency operations and continuity planning. The results of this are many different types of plans. Each one is created with public safety and preparation at its core. Below is a brief description of some of the plans and their components.
Comprehensive Emergency Management Plan
The City of Plano Comprehensive Emergency Management Plan (CEMP) establishes the framework to ensure that the City of Plano will be adequately prepared to deal with hazards. The CEMP outlines the general roles and responsibilities of City agencies when preparing for, responding to, or recovering from a large-scale emergency or disaster. The CEMP also coordinates emergency and disaster activities with volunteer organizations and businesses that serve the City of Plano.
The CEMP addresses the four phases of emergency management (mitigation, preparedness, response, and recovery). These phases parallel activities set forth in the "State of Texas Emergency Management Plan" and the "National Response Framework". The CEMP also describes how national, state, and other resources will be coordinated under the National Incident Management System (NIMS) in response to a disaster.
Hazard Mitigation Plan
Hazard Mitigation Plan examined the potential impact of a total of 27 hazards (16 natural hazards and 11 human-caused hazards). All 27 hazards are all listed in the plan.
Of these 27 hazards, thirteen were determined to be of sufficient risk to the City of Plano to warrant addressing in this plan. The thirteen hazards addressed in this plan are listed below. These thirteen hazards include ten natural hazards determined to be high or medium risk. Natural hazards which present a low risk to the City of Plano are not addressed in this plan.
The thirteen hazards addressed in this plan also include three human-caused hazards that present a high risk to the City of Plano (technological accidents/hazardous materials release, explosive blast, and disease outbreak/pandemic flu).
