Recycling Service Provider Requirements


In accordance with Ordinance No. 2003-9-43, all commercial recycling service providers and transporters of recyclable materials in Plano must register annually with the City of Plano Sustainability & Environmental Services Department (SESD).  The registration period runs concurrently with the City of Plano's fiscal year from October 1 to September 30.

Registration includes submitting the Registration Permit Application and quarterly tonnage report which includes the weight and origin of recyclable material is due on the 15th of the following month the specified quarter.

The annual registration fee for general recycling services is $100 and includes one vehicle.  Additional vehicles can be added at a rate of $5 per vehicle.  An official permit will be issued to each registered vehicle and must be carried in the vehicle at all times.  Only those service providers permitted will be allowed to offer commercial recycling services and/or transport recyclable materials in Plano.

All commercial recycling providers utilizing contracted transporters are responsible for registering contracted vendors and reporting tonnage collected/transported as part of their initial registration and report.  The registration fee for each listed contracted transporter is $150.

For the 2007-08 permitting year, all commercial recycling providers conducting source separated Construction and Demolition (C&D) Recycling programs within the city limits of Plano MUST complete the additional C&D Recycling application form and report the associated C&D tonnages separately (C&D Recycling Tonnage Form).  In addition, the recycling provider MUST enforce the City's source separated recycling guidelines through each recycling program and/or site - preventing contamination rates exceeding the Cities guidelines of 5%.  Furthermore, SESD's approval of all C&D Recycling processing facilities must be received prior to beginning a recycling program diverting recyclable C&D materials.

Any person, firm or corporation violating the terms of this ordinance shall be subject to the same penalty as provided for in §1.4 of the City of Plano Code of Ordinances.  The City of Plano has the right to revoke approved permits from businesses that fail to comply with the requirements as stated in the related ordinance and registration packet.
