A: The City of Plano does not retain HOA bylaws. However, some HOAs file bylaws with Collin County. Visit the Collin County Clerk Web site and use the Deed Search Tool to search for your HOA bylaws. If you need further assistance, contact the Collin County Clerk’s office at (972) 548-4185. |

A: A violation is an act that does not comply with the property maintenance codes and/or zoning ordinances established by the City of Plano. |

Q: How can I report property standards violations to the city? |
|
A: Several ways. You can report violations anonymously online, over the phone, in person, or by mail. Utilize the online Citizen Service Request System to register a complaint. Other complaint registration options are noted below. |

Q: If I live in a mandatory Homeowners Association (HOA), do I adhere to my HOA’s property maintenance regulations or the City of Plano’s? |

A: All properties must be in compliance with City codes and ordinances regardless of HOA stipulations. However, If you reside in an area where Homeowners Association (HOA) membership is mandatory, you might be expected to adhere to the bylaws and/or CC&R's (Covenants, Conditions, and Restrictions) established by the HOA. The City of Plano cannot determine the status or type of homeowners’ association or neighborhood association you reside in. Additionally, the City of Plano does NOT have authority, and cannot intervene, monitor, or oversee the actions or governing procedures of HOAs, NAs, or management companies. |
