Q:  What is the Plano Homeowners Council (PHC)?

A:  The Plano Homeowners Council (PHC) is a non-profit organization made up of mandatory and voluntary HOA Board Members representing homeowners associations throughout the City of Plano.  The Homeowners Council seeks to educate homeowners, HOAs, and the community at large concerning topics of interest to homeowners and homeowner associations.

Q:  Are my HOA bylaws on file with the City or County?

A:  The City of Plano does not retain HOA bylaws.  However, some HOAs file bylaws with Collin County.  Visit the Collin County Clerk Web site and use the Deed Search Tool to search for your HOA bylaws.  If you need further assistance, contact the Collin County Clerk’s office at (972) 548-4185.

Q:  What are property standards violations?

A:  A violation is an act that does not comply with the property maintenance codes and/or zoning ordinances established by the City of Plano.

Q:  How can I report property standards violations to the city?

A:  Several ways.  You can report violations anonymously online, over the phone, in person, or by mail.  Utilize the online Citizen Service Request System to register a complaint.  Other complaint registration options are noted below.

Phone - Call (972) 941-7124 to connect to our specially trained customer service representatives who are ready to help you with your requests.

E-Mail - All e-mail complaints should be forwarded to Administrative Assistant staff at psdsupport@plano.gov.  The e-mail should include the address of the property in question and a brief description of the concern or type of violation.  Please note if you would like feedback in reference to the matter.

Q:  If I live in a mandatory Homeowners Association (HOA), do I adhere to my HOA’s property maintenance regulations or the City of Plano’s?

A:  All properties must be in compliance with City codes and ordinances regardless of HOA stipulations.  However, If you reside in an area where Homeowners Association (HOA) membership is mandatory, you might be expected to adhere to the bylaws and/or CC&R's (Covenants, Conditions, and Restrictions) established by the HOA.  The City of Plano cannot determine the status or type of homeowners’ association or neighborhood association you reside in.  Additionally, the City of Plano does NOT have authority, and cannot intervene, monitor, or oversee the actions or governing procedures of HOAs, NAs, or management companies.

Q:  My neighborhood would like to organize a clean-up project.  Can the City help us with this project?

A:  Yes!  The City of Plano offers the Neighborhood Dumpster Program for homeowners associations and voluntary neighborhood associations.  The City of Plano also provides a City-wide Clean-up Program.  Follow links for details!

Q:  I need information about alarm permits.  Where do I go for this information?

Q:  How do I report street light outages?

A:  Visit Oncor's site or call 1-888-313-4747 to report street light outages.  If CoServ serves your area, call 940-321-7800 to report street light outages.

Q:  My neighborhood wants to establish a neighborhood crime watch group.  What do we do?

A:  Call the Plano Police Crime Prevention Unit at (972) 941-2431 or visit the Crime Watch Web site for more details.

Q:  What is National Night Out and how do we participate?

A:  View the Plano Police National Night Out site for details.

Q:  We have speeding problems in our neighborhood.  How do we address these problems?

A:  The City of Plano has established a process to address speeding concerns on residential streets.  The Police Department and Transportation Division work together to combat high-speed traffic and stop sign runners to ensure neighborhood safety. 

Citizens should submit a request for Special Enforcement in the problem area(s).  Police officers will increase enforcement to alleviate the problem. 

Q:  Who do I contact to have my alley, street, sidewalk, or water leak repaired?

A:  Public Works!  Click here to issue complaints/request repairs.

Q:  What are the rules for parking on residential streets?

A:  The Residential Parking Rules document highlights some of the most frequently requested answers regarding parking on residential streets.  Please contact Transportation Engineering at 972-941-7151 if you need additional information.

Q:  My neighbors and I need help going through the process to establish a voluntary Neighborhood Association.  Do you have a guide we can use?

A:  YES!  The Neighborhood Planning Program developed a Guide to Forming Neighborhood Associations.  The guide provides basic information to help you get started!

Q:  We would like information on neighborhood grants.  Does the city provide matching or mini-grants for neighborhood groups?

A:  At this time, the City of Plano does not provide mini or matching grants for neighborhood groups. 

  • HOWEVER, The Parks Foundation sponsors a program to provide assistance funds for worthwhile neighborhood projects, while assuring ongoing citizen involvement. Matching grants are available for neighborhoods, school organizations and others interested in additional development of their neighborhood parks and playgrounds.  View Plano Parks Foundation for more details!
