Buying a Home or Making Home Improvements

There are a lot of great sources identified below that are ideal if you are seeking information to buy a home or make home improvements.  The U.S. Department of Energy's Energy Efficiency and Renewable Energy, Alliance to SAVE ENERGY, Residential Energy Services Network (RESNET) and Energy Star are among the leading sources for the information regarding home finance and improvements.

 
 

Energy Efficiency and Renewable Energy (EERE) site map provides information on energy- efficiency and renewable-energy topics, as well as links to outside resources.  You can benefit from energy-efficient financing whether you are buying, selling, refinancing or remodeling a home.  Although the Office of Energy Efficiency and Renewable Energy does not directly fund consumer energy efficiency and renewable energy projects, many other opportunities exist.  Click link for details.



Alliance to SAVE ENERGY State Energy Efficiency Index
 contains energy-efficiency policy information for each state.  Learn how states are promoting energy efficiency through laws and regulations.  Click on the link and select TEXAS for details.

Residential Energy Services Network (RESNET)- Accredited Rating Providers database provides a list of home energy rating systems (HERS) by state that have been accredited through the Mortgage Industry National Home Energy Rating System Accreditation Standard.  The systems have been reviewed by either the state energy office or Fannie Mae and Freddie Mac and accredited by the Mortgage Industry Accreditation Review Committee.  Click link for details.

Residential Energy Services Network (RESNET)- Certified Rater Directory
 provides a list of raters (by state) who received certification from an accredited rating provider.  This information is essential because a homeowner (or renter) cannot receive energy-efficiency funding assistance without an energy audit conducted by a professional energy rater who is certified under a nationally or state accredited HERS.  Click link for list details.

NOTE: According to State Energy Conservation Office (SECO), Residential Energy Services Network (RESNET) sets the standards for raters, rater trainers and energy auditing software used in the housing industry.  A rating is required to qualify the home for an energy-efficient mortgage and for a home to be labeled as ENERGY STAR®.  RESNET can help you find a rater near you.  RESNET is a national network of mortgage companies, real estate brokerages, builders, appraisers, utilities and housing and energy professionals whose mission is to improve the energy efficiency of the nation's housing and to qualify more families for home ownership by expanding the national availability of mortgage financing options and home energy ratings.

Tax Credits / Incentives


Tax credit and incentive information can be very useful to current and future residents of Plano.  There are many ways to receive tax credits and incentives when making energy- efficient improvements to your home.  The sources below also provide helpful tips on saving money and conserving energy.  The Smart Commute program is a great mortgage incentive program for people who build or buy near commuter facilities.

Smart Commute- City of Plano Neighborhood Services Division

Smart Commute, a pilot program by FannieMae, establishes a partnership among local government, area lenders, transit agencies and Fannie Mae to provide mortgage financing near transit stations. Under the program, barrowers may qualify for larger loans based on a transit benefit (presumed savings) added to their monthly income. The program provides 100 percent financing for low and moderate income families and 97 percent financing for other borrowers. Follow link for details.

Texas Department of Housing and Community Affairs (TDHCA)
TDHCA
addresses broad spectrum of housing and community development issues that include low-interest mortgage financing, emergency food or shelter, rental subsidy, energy assistance, weatherization, economic development and the provision of basic public infrastructure for small rural communities. TDHCA also provides titling, licensing, inspection, enforcement and customer service in connection with manufactured housing.

TDHCA is viewed as a valuable financial and educational resource by individuals and communities attempting to deal with problems of housing, poverty, public facility needs, energy assistance, and economic development.
