Housing Rehabilitation Program


Who is eligible?

Homeowners that meet the income eligibility requirements and:

1. Have clear title to the property in your name.

2. Have mortgage payments, property taxes and insurance current.

What should I do if I am interested in participating?

Complete a Housing Rehabilitation Program application found online or pick an application up at the City of Plano Planning Office, 1520 K Avenue, Suite 250 between the hours of 8:00am -5:00 pm. Complete the application and return it to the Planning Office for processing.

The following information is required in order to process your application:

Written verification of all household income, including child support, alimony and earned income tax credits.

  • Social Security numbers
  • Proof of homeownership - clear title to home (Deed of Trust)
  • Record of current property taxes and homeowner's insurance premium
  • Record of any assets over $50,000

All program participants shall be required to execute a contract with the City of Plano, detailing the conditions and agreements governing the provision of the rehabilitation work. Additional paperwork may be required to ensure compliance with local, state or federal guidelines. Completion of all relevant documentation and agreements shall be required as a condition of acceptance of any given project.

Lead Based Paint Information:

On September 15, 2000 the federal " Lead Safe Housing Rule"  took effect. The requirements in this rule apply to all housing built before 1978, the year lead-based paint was banned for consumer use in the United States. The purpose of this rule is to protect young children from lead-based paint hazards in housing that is financially assisted by the federal government or being sold by the government.

To comply with the rule, each pre-1978 home is inspected for lead paint. If lead paint exists in the home, the housing rehabilitation program will include lead interim controls in the repair work to be done on the home, at no cost to the homeowner.
