Housing and Urban Development (HUD) Grants

 

Annually the City of Plano receives entitlement funds from the US. Department of Housing and Urban Development (HUD) in the form of two grants, the Community Development Block Grant and the HOME Investment Partnership Grant.  Currently, the City has additional HUD moneys made available through the Recovery Act.  These grants require long-term planning for expenditures through a Consolidated Planning process and regular accountability to HUD throughout each grant year.

Consolidated Plan of Plano's Housing and Community Development Needs: The City’s HUD grants are spent in accordance with a five year plan, the Consolidated Plan of Plano’s housing and community development needs.  Recent plans: 2005-2009; 2010-2014.

Annual Action Plan:
The City develops an annual action plan which describes projects approved by the City Council for use of the current year’s funding allocation. 


Consolidated Annual Performance Evaluation Report (CAPER): At the end of each grant year, the City submits a consolidated report to HUD on the performance of grant funds and related Consolidated Plan goals:

Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) Program Funding: Funds from these grants are distributed annually through a competitive process.  Grant recipients through the City must sign a contract, can only use funds to serve income-eligible, Plano residents, and must maintain standards outlined in the compliance manual below.  Funds are provided on a reimbursement basis. Application through the Consolidated Grant Process.



American Recovery and Reinvestment Act (ARRA)

The 2009 American Recovery and Reinvestment Act (ARRA) included HUD funding that was directly allocated to the City of Plano for the Homelessness Prevention and Rapid Re-housing Program (HPRP) and CDBG-Recovery.   HUD allocated $509,050 in HPRP funding and $332,932 of CDBG-R directly to the City of Plano. The City of Plano will spend these funds in accordance with the HPRP Substantial Amendment to the 2008 Action Plan and CDBG-R Substantial Amendment of the 2008 Action Plan.

 

Commission 


Community Relations Commission
The Community Relations Commission serves as a hearing board to address significant issues as directed by Council. The Commission versees the Community Development Block Grant and the Community Service Grants. They also review and make recommendations regarding significant community problems impacting the quality of life.
