Storm Water Management Health Department     Authorized/Unauthorized Discharges The City of Plano Health Department monitors the storm drain system in a variety of ways during both dry and wet weather conditions. In this part of the country, storm water systems are separate from wastewater sewer systems, and untreated runoff flows directly to the nearest bodies of water. This means that anything a person may pour into or dispose of in a storm drain inlet, curb, alley or any conveyance system goes directly into a body of water. The City of Plano's permit authorizes certain discharges in accordance with the approved Storm Water Management Program.   Authorized Discharges Storm Water Storm water mixed with those categories of non-storm water that are identified  in the permittee's Storm Water Management Program   Unauthorized Discharges Discharge of storm water associated with industrial activity owned or operated by the permitee. Discharge of storm water or non-storm water that is required to be authorized under a separate TPDES/NPDES permit. Any storm water or non-storm water discharge (either into or from the Municipal Separate Storm Sewer System) by any person other than the permitee; or Spills: discharges of material resulting from a spill caused or contributed to by the permittee, except where such discharges are: The result of an Act of God where reasonable and prudent measures have been taken to minimize the impact of the discharge, or Necessary to prevent loss of life, personal injury, or severe property damage.   Exempt Categories of Non-storm Water These categories of non-storm water are not reasonably expected to be significant sources of pollutants to the waters of the state. The list to be exempted includes in its entirety the following; water line flushing, landscape irrigation, diverted stream flows, rising ground waters, uncontaminated ground water infiltration, uncontaminated pumped ground water, discharges form potable water sources, foundation drains, air conditioning condensation, springs, water from crawl space pumps, footing drains, lawn watering, individual residential car washing, flows from riparian habitats and wetlands, de-chlorinated swimming pool discharges, and street wash water.
