CITY MANAGER APPOINTS NEW FIRE CHIEF

City Manager Tom Muehlenbeck is pleased to announce the appointment of Hugo R. Esparza as the new Plano Fire Chief.  Chief Esparza is expected to begin his duties with the Plano Fire Department in mid-November.

Chief Esparza has been with the Fort Worth Fire Department since July, 1975, when he started as Firefighter.  He has moved through the department as Engineer/Fire Suppression, Lieutenant/Fire Suppression, Captain/Fire Suppression, Captain/Human Resources Officer, Executive Deputy Fire Chief/Human Resources Division, Deputy Fire Chief/Operations Division, and his current position as Executive Deputy Fire Chief, Executive Services Division.

“It is our privilege to bring Chief Esparza to our community,“ stated City Manager Tom Muehlenbeck.  “Chief Esparza has risen through the ranks of the fire service in Fort Worth and brings to Plano his wide base of knowledge and experience.  He is a progressive and proven leader and we are excited he will be joining our team.”

Chief Esparza holds a B.S. degree in Emergency Administration and Planning from the University of North Texas and a Master of Liberal Arts from Texas Christian University.  Additionally, he participated in the Program for Senior Executives in State and Local Government, John F. Kennedy School of Government (Harvard University) and in the Executive Managers Program (Arizona State University), Fire Service Institute.

His certifications include Chief Fire Officer Designation (CFAI), Master Firefighter Certification (Texas Commission on Fire Protection), Leadership Development Program (City of Fort Worth) and Hazardous Materials Technician (Texas Commission on Fire Protection), among others.

Chief Esparza was the recipient of the Outstanding Hispanic Community Leader award from the Fort Worth and Arlington Chambers of Commerce and also received the Special Operations Award from the Friends of Fort Worth Firefighters.

Chief Esparza’s compensation package will include a car allowance or city provided vehicle, reasonable moving expenses and a salary of $128,000.
