The City of Plano created Neighborhood Empowerment Zone (NEZ) Number 1 in 1999 to support affordable housing construction and rehabilitation in downtown and its surrounding neighborhoods. The NEZ promotes economic development by waiving certain development fees for residential and commercial projects. All development-related fees are waived for constructing or remodeling single and two-family residential and commercial development. Fees are also waived for new multifamily development, or redevelopment when project costs are a minimum of $8,000 per dwelling unit.
All development projects proposing demolition require review and approval by the City of Plano Heritage Commission and/or City Council. No fees will be waived for properties included in the Preservation Plan if the property is demolished without prior approval.
